Multi-stream: route a feed through a longest-prefix rule list

Two rules can match the same message, so the tie-break has to be declared. Sorting the rules by prefix length once, outside the pipeline, makes findFirst the longest-prefix winner - and an unmatched message needs a dead-letter destination, not a dropped row.
